Role overview

The role develops strategy and plans, manages resources and leads the team/s responsible for delivering specialist services, expert advice and targeted programs and/or projects to customers and stakeholders. In this context, the role manages operational delivery by designing, implementing and evaluating innovative solutions that align with the branch and corporate strategy, satisfy customer requirements and promote continuous improvement. While the scope of work is defined by the operational priorities of the assigned business unit, the role engages, mentors and inspires team members in the delivery of accurate, reliable and targeted business outcomes that meet agreed briefs and branch service standards. Key duties include:

  • Lead the development and delivery of strategy and high-quality service, programs and projects within the assigned business unit by securing a shared team commitment to ensure that goals are translated into pragmatic and feasible operational outcomes. Create the shared team vision by clearly articulating strategic priorities, governance, and forward planning, while being prepared to adapt to changing circumstances to achieve results
  • Source, verify and provide expert advice and guidance to the executive, customers and other stakeholders. Identify and address complex business issues, and drive the planning, implementation and delivery of innovative, cost-effective and sustainable solutions that meet customer requirements and improve the customer experience. The role may be required to represent the branch and the Department at a range of business, intergovernmental or national forums
  • Create and foster a culture of high performance within the unit by implementing and driving exemplary people management practices that encompass the following: proactive performance development and performance management for all team members; staff engagement that builds respect, resilience and proactive conflict resolution across the team; succession and contingency planning; and appropriate delegation and team member accountability

 

Skills and experience

  • Strong achievement orientation with a record of providing successful leadership, resource management and strategic program development within a complex, multidisciplinary and technology-related work environment
  • Outstanding people management skills demonstrated through a successful track record in creating and sustaining positive workplace cultures, and effectively leading and motivating others to achieve results
  • Excellent communication, negotiation and influencing skills and proven capability to interpret and articulate complex issues to non-technical stakeholders such as the executive, Head of Agency and the Minister
  • Successful track record in producing professional business documentation, including the provision of accurate and timely briefings and business cases, to inform decision making and progress complex technology-related governance, policy and/or change management challenges
  • Keen self-awareness with a proven capacity to effectively model agile, flexible, and innovative work practices to effectively manage stakeholder expectations and to redeploy available resources as required
