About the role
This Organisational Change Manager role with a state government client will provide project-level change management for Enterprise Technology Services, with a part-time requirement on the Managed Operating Environment (MoE) Modernisation project. The project will modernise the MoE platform to a cloud-based solution, improving access, security, and cost efficiency for staff and students.
This is a part-time contract position for 20 hours per week.
Key responsibilities
Lead the design, delivery, and review of change initiatives to support program objectives
Plan and manage engagement with stakeholders across the program
Collaborate with project managers and business leaders to achieve outcomes
Develop and maintain change plans covering communications, training, readiness, and business transition
Consult with senior executives to define changes they must lead to realise benefits
Manage change-related project tasks including scheduling, risks, issues, dependencies, deliverables, and reporting
Conduct assurance, evaluation, and lessons learned activities to measure effectiveness
Represent change strategies in boards, working groups, and forums
Prepare high-level briefs, reports, and submissions for senior stakeholders if required
Contribute to improving organisational change frameworks, tools, and processes (approx. 15% of role)
Provide advice and support to smaller projects and build organisational change capability
Desirable criteria
Experience planning and managing organisational change in complex or politically sensitive environments
Proven delivery of ICT-enabled change programs using recognised methodologies
Strong leadership skills with ability to direct teams and build collaborative relationships
Highly developed written, oral, and interpersonal communication skills
Consultation, negotiation, and influencing experience at senior levels
Skills and experience
Mandatory: Change management certification (e.g. Prosci or equivalent)
Demonstrated capability in leading change at program and project levels
Strong stakeholder management and engagement skills
Experience with business readiness, transition planning, and benefit realisation
Familiarity with ICT programs involving cloud-based services and Single-Sign-On (SSO)
Ability to manage competing priorities in fast-paced environments
Proven ability to produce reports, briefings, and recommendations for executives and senior government stakeholders
