About the role

We are seeking a highly skilled Power BI Specialist to provide business intelligence and data analytics services within a Governance and Controls team supporting a major rail infrastructure programme.
You will work closely with project leaders, technical specialists and stakeholders to translate complex project data into reliable and meaningful insights across governance, cost, schedule, risk, procurement, workforce and delivery performance.

Key responsibilities

• Design, develop and maintain Power BI dashboards, reports, scorecards and analytical products to support project and executive decision-making.
• Develop and maintain robust data models, measures and business logic using Power Query, DAX and SQL.
• Analyse data from multiple systems and sources to identify trends, risks, opportunities and performance insights.
• Produce accurate and timely reporting for executive, programme, governance and project control forums.
• Undertake ad hoc analysis, data reconciliation, validation and investigation to support business decisions and resolve reporting issues.
• Manage report access, permissions, refresh schedules and security controls, including row-level security where required.
• Collaborate with data, technology and project specialists to improve data structures, reporting performance and the use of enterprise platforms.
• Contribute to continuous improvement, benefits realisation and the development of a consistent single source of truth for project performance reporting.
• Develop and maintain reporting standards, testing processes and supporting documentation, including technical specifications, user guides and reporting procedures.
• Apply user-centred design principles to create intuitive, accessible and visually effective dashboards and self-service reporting solutions.
• Design and maintain scalable reporting architecture and data integration frameworks supporting enterprise reporting and analytics.
• Lead stakeholder engagement, workshops and requirements gathering activities to translate business needs, business rules, data definitions and analytical requirements into scalable reporting solutions.
• Provide training, knowledge sharing and support to improve data literacy and adoption of reporting solutions.

Highly desirable criteria

• Strong hands-on experience with Power BI Desktop, Power Query, DAX and data modelling.
• Strong SQL capability and experience working with complex datasets, enterprise data sources or data warehouses.
• Demonstrated experience delivering business intelligence solutions from requirements gathering and solution design through to development, deployment and ongoing support.
• Experience developing performance measures, KPIs, dashboards and reporting frameworks within a large or complex organisation.
• Strong stakeholder engagement skills, with the ability to translate business requirements into practical and sustainable reporting solutions.
• Experience working within complex project, governance or programme environments.

Desirable criteria

• Experience within major infrastructure, transport, construction, project controls or another complex project delivery environment.
• Experience with Microsoft Fabric, Azure data services, Databricks, Power Apps or Power Automate.
• Experience using Python, R or similar analytics technologies.
• Experience with Agile delivery methodologies.
• Experience supporting business transformation, continuous improvement or benefits realisation initiatives.
• Relevant tertiary qualification in data analytics, information systems, computer science, business or a related discipline, or equivalent practical experience.

Skills and experience

• Demonstrated experience in business intelligence, data analytics, reporting or Power BI development within a large or complex organisation.
• Strong analytical and problem-solving skills, including the ability to interpret complex data, validate business logic and identify meaningful insights.
• Strong data visualisation and reporting capability, with an understanding of user-centred design principles.
• Excellent attention to detail and a strong understanding of data quality, testing, documentation, traceability and governance.
• Strong communication skills, with the ability to explain technical concepts and present a clear data story to non-technical audiences.
• Proven ability to work collaboratively across multidisciplinary teams and build effective stakeholder relationships.
• Ability to manage competing priorities and deliver high-quality outputs within agreed timeframes.
• Strong understanding of reporting governance, security, data integrity and performance considerations.
• Ability to work independently while contributing effectively to a broader team environment.
