About the Role

A federal government client is seeking an experienced Business Analyst to support a high-impact transformation program focused on regulatory uplift, system integration, and improved transparency in line with national electoral reforms. The Business Analyst will work within a multidisciplinary agile delivery team, supporting end-to-end project activities from pre-discovery through to delivery. The successful candidate will have excellent documentation and communication skills, and a proven ability to work across business and technical stakeholders in a complex, legislative-driven environment.

Key Responsibilities

• Lead business analysis activities throughout discovery, design, and delivery phases within an agile team
• Conduct and document user interviews to capture high-level and detailed business problems and root causes
• Design and facilitate stakeholder workshops, both internal and external, across varying levels of seniority
• Translate business needs into actionable problem statements, requirements, and user stories aligned to enterprise-scale government systems
• Evaluate risks, regulatory alignment, and solution viability in a dynamic program environment
• Mentor and upskill less experienced team members, fostering a collaborative and inclusive team culture
• Work closely with policy, project management, and technology teams to ensure business objectives are met
• Prepare business cases, documentation, and analysis in line with legislative and program goals

Desirable Criteria

• Tertiary qualifications in a relevant field or equivalent professional experience
• Familiarity with ServiceNow or experience working with bespoke applications
• Understanding of system integration and interoperability of platforms
• Knowledge of, or the ability to quickly learn, Australian electoral law and related practices

Skills and Experience

• Minimum 5 years’ experience as a Business Analyst, ideally within government or regulated sectors
• Strong business writing and documentation skills, with attention to accuracy and clarity
• Skilled in Agile methodologies including Scrum or SAFe, with experience managing user stories and acceptance criteria
• Proven ability to simplify complex technical topics for business stakeholders
• Strong stakeholder engagement and communication skills, including negotiation and influence
• Ability to deliver high-quality outcomes under time pressure, both independently and in a team
• Experience identifying and implementing process improvements and capability uplift
