About the role

We are seeking an experienced Strategic Talent Advisor to join a major Commonwealth transformation initiative within a high-profile federal government agency.

This role sits within the Program Support function of a large-scale ICT transformation program designed to modernise core electoral systems and deliver a citizen-centric, agile technology platform. The program is focused on business process re-engineering, legislative compliance, data management and the replacement of legacy systems.

Contract duration: 1 July 2026 – 31 December 2027
Security clearance: Must be able to obtain Baseline
 

Key responsibilities

• Develop, drive and deliver labour hire recruitment and retention strategies, ensuring alignment with Commonwealth policies and best practice
• Manage labour hire contract arrangements and maintain professional relationships with external labour hire providers
• Conduct sensitive and non-sensitive contract management discussions with internal and external stakeholders
• Liaise with internal governance, cyber security and fraud teams regarding contractual and workforce matters
• Support performance management and strategic talent identification initiatives across the Division
• Analyse workforce trends and provide advice to senior executives on workforce planning and labour hire arrangements
• Identify opportunities to improve organisational capability, workforce structures and labour hire processes
• Promote best practice sharing and continuous improvement across business functions
• Align performance and reward strategies to reinforce a culture of innovation and accountability
• Undertake additional duties as directed by the Director, Program Support
   

Highly desirable criteria

• Strong experience in Commonwealth Government labour hire talent acquisition and contract management
• Demonstrated ability to manage sensitive and confidential information with discretion and integrity
• Proven capability in advising senior stakeholders within complex public sector environments
   

Desirable criteria

• Experience working within a large-scale recruitment or transformation program environment
• Exposure to ICT or digital transformation initiatives within government

Skills and experience

• Experience operating at EL1 or equivalent level within the Commonwealth
• Strong knowledge of Commonwealth labour hire frameworks, procurement and contract management practices
• Excellent stakeholder engagement skills across executive, operational and external provider groups
• Highly developed written and verbal communication skills
• Strong organisational and prioritisation capability, with a track record of delivering outcomes to tight deadlines
• Ability to work autonomously under limited direction
• Sound understanding of legislative and policy frameworks within the Australian Public Service
• Australian Citizenship (required for Baseline clearance eligibility)
