About the role

We are seeking an experienced Organisational Change Manager to join a large and complex organisation undergoing a significant cyber security uplift. This role will lead the people, process and organisational change activities across multiple cyber security workstreams, supporting the implementation of new security capabilities, processes and ways of working. Working closely with business stakeholders, operational teams, technical specialists and delivery resources, you will develop and implement change strategies that drive awareness, readiness, engagement and adoption across the organisation. This is an excellent opportunity to play a key role in strengthening organisational resilience and embedding sustainable security practices across a large enterprise environment.

Key Responsibilities

  • Lead organisational change management activities across multiple cybersecurity workstreams.
  • Develop and implement integrated change management strategies and plans aligned with delivery schedules.
  • Conduct change impact assessments across people, process, technology and operating model dimensions.
  • Assess organisational readiness and identify barriers to successful adoption.
  • Identify, analyse and engage key stakeholder groups impacted by change initiatives.
  • Develop stakeholder engagement strategies and targeted interventions to support adoption.
  • Build strong relationships across business, operational, technology and executive stakeholders.
  • Facilitate workshops, consultation sessions and engagement activities.
  • Develop and deliver communication strategies that promote awareness and understanding of change initiatives.
  • Translate complex technical concepts into clear, business-focused messaging.
  • Support the development of executive briefings, presentations and awareness materials.
  • Identify training and capability uplift requirements and coordinate supporting materials and activities.
  • Support business areas in transitioning to new processes, controls and responsibilities.
  • Monitor adoption outcomes and identify opportunities for continuous improvement.
  • Develop business readiness assessments and readiness reporting.
  • Define and track change success measures, adoption indicators and benefits realisation activities.
  • Provide regular reporting on change progress, stakeholder readiness, risks and issues.
  • Contribute to governance, assurance and executive reporting activities.
  • Ensure change management activities align with organisational methodologies, frameworks and governance requirements.
  • Perform other duties as required.

Highly Desirable Criteria

  • Experience supporting cyber security initiatives such as Essential Eight, Zero Trust, Secure by Design, or similar frameworks.
  • Experience delivering enterprise-wide behavioural, process or operating model change initiatives.
  • Experience working within Queensland Government or other large public sector organisations.
  • Experience applying recognised change management methodologies such as Prosci, ADKAR or equivalent.
  • Experience using Jira, Confluence, or similar collaboration and project management tools.
  • Experience developing executive communications and stakeholder engagement strategies.

Desirable Criteria

  • Experience working within complex ICT transformation environments.
  • Experience supporting multiple concurrent workstreams or programs.
  • Familiarity with cyber security concepts and organisational security practices.

Skills and Experience

  • Proven experience leading organisational change management activities within complex ICT, cyber security or business transformation initiatives.
  • Strong experience conducting stakeholder engagement, change impact assessments and business readiness activities.
  • Demonstrated experience developing and implementing change strategies, communication plans and adoption initiatives.
  • Excellent communication, facilitation and stakeholder management skills.
  • The ability to work effectively across both business and technical stakeholder groups.
  • Strong analytical and problem-solving skills, with the ability to manage competing priorities in a complex environment.
