Overview

An exciting opportunity is available for an experienced Principal Procurement Officer to join a Queensland Government department supporting the delivery of critical services to Queensland communities.

This role is suited to a procurement professional with strong ICT procurement experience, excellent stakeholder skills and a strong understanding of procurement frameworks, contracts and supplier management.

You will play a key role within a high-performing ICT Procurement Services team, providing expert advice across the ICT procurement lifecycle and helping drive best practice, continuous improvement and quality service delivery.
 

About the Role

As a Principal Procurement Officer, you will provide specialist procurement advice and leadership across a broad range of ICT procurement activities, including purchasing, ICT asset planning, software support and maintenance, supplier management and contract lifecycle activities.

You will work closely with internal stakeholders, suppliers and senior leaders to ensure procurement activities align with established frameworks, policies and Queensland Government procurement requirements.

The role will also provide high-level support to the Manager, ICT Procurement Services, contributing to procurement strategies, briefs, contract management, procedural reviews, reporting and continuous improvement initiatives.
 

Key Responsibilities

  • Provide leadership, guidance and procurement advice across the ICT Procurement Services team.
  • Lead and influence ICT procurement activities in accordance with established policies, frameworks and standards.
  • Provide specialist advice across the ICT procurement lifecycle, including purchasing, software and ICT services.
  • Develop and maintain strong relationships with internal stakeholders, suppliers and external clients.
  • Support the Manager, ICT Procurement Services with procurement strategies, briefs, contracts and reporting.
  • Provide advice and support relating to Queensland Information Technology Contracting (QITC) and supplier-based contracts, particularly software agreements.
  • Support ICT asset planning across end-user and infrastructure technology fleets.
  • Contribute to contract and supplier lifecycle management activities.
  • Maintain a strong understanding of the department’s ICT environment and its sourcing, deployment and management of technology products and services.
  • Review procurement procedures and identify opportunities for continuous improvement.
  • Contribute to dashboard reporting and performance monitoring.
  • Ensure procurement activities align with the Queensland Government Procurement Strategy and Queensland Procurement Policy.

 

Highly Desirable Criteria

  • Demonstrated experience in ICT procurement within a complex enterprise or government environment.
  • Strong knowledge and practical experience across the ICT procurement lifecycle.
  • Experience with QITC frameworks and contracts, particularly software and technology services.
  • Strong supplier and contract lifecycle management experience.
  • Demonstrated ability to provide high-level procurement advice to senior stakeholders and management.
  • Experience managing competing procurement priorities and delivering outcomes within agreed timeframes.
  • Strong understanding of ICT products, services, software licensing and technology sourcing.
  • Excellent stakeholder engagement, negotiation and relationship management skills.
  • Demonstrated ability to identify opportunities for process improvement and contribute to best practice procurement services.

 

Desirable Criteria

  • Tertiary qualifications in procurement, supply chain, business or a related discipline.
  • Previous Queensland Government procurement experience.
  • Experience with ICT asset planning and fleet management.
  • Experience preparing procurement strategies, executive briefs, dashboards and governance documentation.
  • Knowledge of the Queensland Government Procurement Strategy and Queensland Procurement Policy.
  • Experience supporting procurement teams within a large and complex organisation.
