About the role

We are seeking an experienced Procurement Officer to support a major Queensland Government ICT initiative focused on transforming the end-to-end capital build lifecycle for social and affordable housing projects across the state.
This role will be responsible for leading procurement and contract management activities for a large-scale technology implementation program. You will play a key role in ensuring procurement processes are compliant, transparent, commercially sound, and aligned with government governance and assurance frameworks.
 

Key responsibilities

• Develop and implement procurement strategies aligned with project objectives and governance requirements
• Prepare and manage Request for Proposal (RFP) documentation and end-to-end tender processes
• Coordinate vendor engagement activities including briefings, clarifications, evaluations, and demonstrations
• Facilitate structured vendor evaluation and recommendation processes
• Lead commercial negotiations, including pricing, service-level agreements, warranties, and contractual terms
• Manage vendor performance and contract compliance throughout the project lifecycle
• Maintain procurement documentation and ensure audit readiness
• Provide procurement reporting, risk updates, and assurance documentation to governance stakeholders
• Ensure procurement activities comply with Queensland Government procurement policies and probity requirements
• Highly desirable criteria
• Demonstrated experience delivering procurement activities within Queensland Government or a comparable public sector environment
• Strong understanding of Queensland Government procurement policies and assurance frameworks
• Experience managing procurement for large-scale ICT or system implementation projects
• Proven capability in contract negotiation and vendor management

Desirable criteria

• Experience working within project or program governance environments
• Knowledge of service-level frameworks and performance-based contracting
• Experience supporting audit and assurance activities
• Strong stakeholder engagement and communication skills
   

Skills and experience

• Extensive procurement and contract management experience

• Proven ability to draft and manage RFP processes and evaluations

• Strong commercial acumen and negotiation capability

• Ability to manage procurement risks and ensure compliance obligations are met

• Experience monitoring vendor performance against contractual deliverables and milestones

• Strong documentation, reporting, and organisational skills

• Ability to work collaboratively across project teams and governance bodies
